Accounting for missing people is vital for stability in a post-war scenario --- ICRC
LONDON (AlertNet) - In regions emerging from conflict the painstaking task of identifying missing people is vital for reconciliation and stability, the Balkan delegation chief for the International Committee of the Red Cross (ICRC) said.

The ICRC's Paul-Henri Arni added that Iraq and other countries rebuilding after conflict could learn from the lengthy process of finding thousands who went missing during wars in the former Yugoslavia.

Leaders "can't afford" failed deal at Copenhagen
LONDON (AlertNet) - Negotiations in Copenhagen aimed at producing a new global climate treaty are unlikely to result in a "complete agreement, signed, sealed and delivered" in December, a global legislative pressure group warned Tuesday.

But if enough pressure can be exerted on leaders and legislators in coming weeks to "make everyone feel they can't afford to be part of a failed deal," then at least a framework agreement will likely emerge, officials of the London-based group said.

LONDON (AlertNet) - Half of Russian charities have lost 25 percent of their income as a result of the global economic crisis, according to a study on the organisations vital for helping the vulnerable in Russia's fractured post-Soviet society.

Thousands of small-scale charities work in Russia, often run by middle-aged women on tight budgets, and fill a void left by the state in a society noted for its alcohol consumption, tired welfare system and broken families.

The general verdict on this month's U.N. climate change talks in Poland is that they made little concrete progress towards a new international pact to fight global warming. But some media assessments detected notes of optimism amid the gloom.

The Chicago Tribune newspaper says the talks demonstrated a growing global consensus on the need for measures to help the world's most vulnerable nations adapt to a changing climate, and on mechanisms to ensure that new emission-cutting technologies are shared with developing countries.

Island nations slam slow U.N. progress on climate adaptation
POZNAN, Poland, Dec 11 (AlertNet) - Tuvalu, a Pacific country vulnerable to rising seas, joined forces with other island nations at climate change talks in strongly criticising slow progress on launching a U.N. fund to help them adapt to the effects of global warming.

Apisai Ielemia, Tuvalu's prime minister, accused "some key industrialised countries" of trying to make the Adaptation Fund - which will be funded by a levy on carbon offsets from clean energy projects - inaccessible to those most in need.
