China: Melamine is Inevitable?

In Oct 7, the Ministry of Health, the Ministry of Industry and Information Technology, the Ministry of Agriculture, the State Administration for Industry and Commerce and the General Administration of Quality Supervision and Quarantine jointly issued a notice which state the upper limit of melamine in milk product. For infant formula, the maximum level is 1mg/kg. As for other formula that contain more than 15% milk, the maximum level is 2.5mg/kg. Any product exceed this level will be banned. In Oct 8, the Ministry of Health held a special press conference explaining that it will be rather impossible for food products to have zero percent melamine because of contamination during packaging process. During the quality check earlier on, the government said that there were many corporate products haven't been contaminated by melamine, how come it now states that
melamine is inevitable? If it is really inevitable, how come so many corporates achieve zero melamine before?Isn't it contradictory?Let's take a step backward. If melamine can
enter the food product through the industrial environment and packaging process, how come it is illegal for milk farmers to add melamine while other forms of contamination become legal? If there is
something wrong with the production environment, deal with it, if there is something wrong with the packaging, deal with it. This is the right way to solve the problem.
