I. Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 22 countries worldwide, with over 120 international and 2500 national staff. ACTED has a 40 million € budget for over 150 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion.

II. Country Profile

ACTED launched its mission in India at the beginning of 2005 in emergency response to the tsunami. Today, the ACTED India team has close to 30 staff with two main offices in New Delhi and Madhubani. ACTED India supported income generation projects in Pondicherry, and has an on-going emergency program in Madhubani for flood affected populations, including shelter construction, water infrastructure rehabilitation, hygiene promotion, cash for work, and GIS mapping. ACTED India operations are growing; and future plans involve an emergency response to flooding in the Bihar area, WATSAN and hygiene initiatives in Tamil Nadu, and livelihoods support through capacity building of grassroots organisations.

ACTED has been present in Bihar since September 2007. Bihar, already India's most vulnerable state, was the most affected area by the recent floods. The scale of devastation was enormous, the most recent government figures reported over 15 million individuals affected and over 170,000 homes destroyed in Bihar alone. In response, ACTED launched an emergency intervention in the block of Bisfi in Madhubani province and has evolved its strategy to match the changing realities. Activities include:
- Water and sanitation (rehabilitation of hand pumps and construction latrines);
- Emergency shelter construction;
- Community and local authority capacity building on disaster preparedness, management and risk reduction;
- Community Infrastructure rehabilitation/construction through CFW schemes;
- Health and hygiene promotion;
- NFI distribution.

III. Position Profile

In this context, the Program Manager Assistant will be based in Madhubani, with frequent travels to the field areas of intervention. He will work under the supervision of the Area Coordinator and in coordination with Senior Field Manager[s], AME Monitors and Engineers.

His/her main objective will be to support the Programme team in Madhubani, in performing quality and timely monitoring of all the interventions including rehabilitation and construction works for ACTED projects in Bihar in an efficient and transparent way.
Responsibilities

General Responsibilities:
• Assist in developing the Project Management Framework (tracking the implementation related indicators throughout program implementation, and following up on project progress and delays).
• Support implementing units and assist in guiding future programming through the identification of lessons learned and best practices.
• In collaboration with programme staff, help design and improve adapted participatory appraisal mechanisms for ACTED programmes
• Liaise with partners/government for data compiling, analysis and sharing on ACTED sectors of interest
• To perform relevant capacity development of ACTED Field staff particularly concerning activity planning, monitoring and reporting.
• To assist the Field Manager[s] in following up all interventions conducted in the field by developing specific planning and monitoring tools.

For which some technical background is required:
• To undertake on-site management of construction operations and, where necessary suggest real-time improvements to the Technical / WatSan Staff and Senior Engineer.
• Liaise with the Logistics Department in the procurement of necessary materials, and ensure the timely delivery of materials to the field sites.
• To report on a continuous basis to the Area Coordinator about work construction progress, achievements and constraints, as well as any potential technical issues/information.
• To undertake technical monitoring of completed infrastructure interventions, and assist in the setting up and training of maintenance / user groups.

IV. Qualifications:

• Master degree, preferably in a development/humanitarian related field

• Experience in civil engineering, construction works and water & sanitation preferable
• Experience with participatory appraisals and project cycle management encouraged.
• Excellent communication and drafting skills English.
• Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure.
• Astute critical thinking and analytic skills.

• A proven ability to live and work in basic conditions and with remote rural communities is essential.
• Familiarity with basic office software programs - CAD software knowledge a plus.

V. Conditions:

Field Intern benefits include: a 300 USD per month living allowance, coverage of all accommodation, food, and travel costs, a luggage allowance of 50 kg., and the provision of medical, repatriation, and life insurance.
