Location: Côte d'Ivoire, Man Closing date: NA Job Description Job Description/Responsibilities: 1. Representation Build and maintain good working relationships with local authorities, government officials, UN representatives, INGO's representatives, community leaders, and local NGO's Develop relationship with local and regional administration and promote signature of MoU for all the sectors Attend coordination meetings and external relations Accompany donor representatives and other official visitors on field visits Ensure the solid integration of support services (finance, logistics, administration and human resources) 2. Supervise operations of IRC Man base and 4 Sub-offices Increase the quality of the operations management challenged by recent growth / Coordinate the logistics, administration and finance department Guarantee that operational procedures and guidelines are properly implemented Lead and facilitate the coordination/relation between the different departments on the base and facilitate interaction between the teams on the field and the team in capital Assume overall responsibility for the security and safety of staff and assets within the area of responsibility Implement/revise and maintain written security procedures and protocols Provide regular update on context analyses (situation reports). Drive the technical teams to report any incidents they come across in order to evaluate the insecurity level and to constantly improve our knowledge of all the aspects that influence people's lives in the area Ensure that IRC and donor procurement procedures are fully respected Develop the current monitoring system to ensure tighter control of material use Implement and maintain verifiable internal financial controls Ensure a monthly update of the Operational Budget Supervise budget and cash flow Ensure that all local staff policies, contracts, and disciplinary documents conform to local labor laws Promote staff training and development Promote and implement IRC's Mandatory Reporting Policies in close collaboration with the country senior management team 3. Coordination of program activities Ensure that the program is well implemented and conducted In link with Program Coordinators, ensure that all projects have work plans set out directly in line with the existing proposals and are based on prioritizing needs In link with Program Coordinators, ensure the proper implementation of an adequate monitoring system covering results and impact Co-operate with IRC team members and develop good working relationships with fellow expatriates, national staff, project counterparts and volunteers Submit monthly activity reports to Cote d'Ivoire coordination detailing activities and progress against proposal activities Consolidate and share with OCHA weekly activities report Take the initiative to develop new ideas Promote, support, and revise the drafts of the donors reports Take active part in assessments and proposals design for further activities Support Grant Manager with the organization of grants opening and closing meetings 4. National staff Ensure that the senior national staff run and report the program according to proposed activities Develop senior national staff capacities to manage the Western Cote d'Ivoire program Make national staff aware of their responsibilities and promote accountability Supervise and capacity build the competencies of all the field based staff Requirements: At least 3 years overseas experience, in a developing country and in a program management position, with supervisory responsibilities in administration, finance, logistics and security Graduate degree in international relations, business management, public administration, operations, international development or a related field Experience in managing multi-sectoral programs in a post-conflict environment Budget and financial control/management experience Prior responsibility for liaising with local officials, local NGO agencies and donor representatives Proven ability to organize and supervise a team in a cross-cultural setting Excellent administrative, communications, and decision-making skills Excellent ability in development of proposals and report writing Ability to work in a multi cultural team Must be willing to live in shared and basic housing Fluent French a plus.
